Lioska
After Aridatha's resurrection, Lioska was one of the first to realize that if Echoes were to actually live out their afterlives within The Hollow, they would need some kind of settlement within which to do so. Beyond the basic suggestion that they should build a city, Lioska let Aridatha take the reins -- and the role of Prince.
Before the founding of the City Sidere, Lioska was a prominent member of the The Lawkeepers, and as the city came together, she successfully campaigned for leadership of the Lawkeepers, then declared the City Sidere their headquarters, cementing its position as the Hollow's de facto capital.
A highly educated, efficient, rational individual, Lioska remains a force to be reckoned with both within and beyond Sidere. Few places in the Hollow are outside her influence. Like many Echoes, she does not sleep, and never betrays a moment of exhaustion or self-doubt. Lioska's purpose is to keep order, and order she will keep.

Lioska is never seen without a jeweled monocular eyepiece that matches jewelry once worn by Aridatha -- a sign of their mutual allegiance and closeness.

Lioska is a scholar of military history and strategy, hailing from a prominent university Outside. These credentials, as well as her keen intelligence and good judgment, allowed her to rise through the ranks of the nascent Lawkeepers as they began to organize themselves.

When she returned to the City Sidere, Lioska took up her old position as General of Sidere as if she had never left; Gibralt's approval was no more than a formality, as The Lawkeepers remained loyal to her.
Relationship Reasoning
Their respective positions require Lioska and Gibralt to work closely together, and they have a very good professional relationship. If this is occasionally marred by Gibralt's knowledge that Lioska could easily take the city from him if she wanted to -- well, she has shown no sign of wanting to.
