The Emperor's Messengers
"As the trio was travelling the road to Coldharbour, they were passed by a man on horseback. His cape fluttering in the wind, he rode a great white charger and a long scroll was sticking out of the saddlebag. A seal was dangling from the scroll, its insignia of a crown indicating the rider was an Emperor's Messenger. The rider's face was solemn as he slowed to a halt in front of the heroes. 'Aye, greetings,' the rider said in a hoarse voice, 'What news do you bring out of Ardell?' 'The town has been savaged by a rogue beast loose in these woods.' Seri replied, cutting off Gargel before he could spill their entire quest to this stranger. The messenger frowned. 'So says the message that I am bringing to Ardell. Structure
The organization is led by the provinces, with the Head Magistrate in charge of what news is circulated and to where. From that point, messengers send out the messages to the various villages and towns of that province, and town criers are informed of the day's news. In most towns, there is an office where this news arrives and can send packages and letters to other towns.

Assets
The messengers are considered to be on the Head Magistrate's business, so they enjoy a significant amount of wealth from the government. The couriers, on the other hand, are not paid very well, especially as their job is significantly more dangerous.
History
The Emperor's Messengers replaced a variety of makeshift networks organizations scattered throughout the Empire in the later years of the First Era. Over the years, their jobs have become more difficult and they have had to get by with less and less funding by the imperial government.
