The Imperial Navy
For too long, the scourges of pirates have hit the backs of our people, have robbed sailors of their livelihoods, and made a laughingstock of the Empire's ability to deal with them. For too long, the navy of the Princedom of Llenir has been growing in size and raiding merchant vessels, seizing the cargo of these vessels by main force. For too long, we, as a great nation, have been trapped to the ground, or element the earth. Henceforth, there will be an institution, a navy to rival that of the pirates and Llenic scum that pillage our merchants. Structure
The Navy is presided over by the Admiral of the Imperial Navy, who has a similar role to the General of the Imperial Army and even shares the right to a seat on the Imperial Council. He issues orders to the various Captains, who then act on those orders with the help of their sailors and soldiers.

Assets
The Navy has powerful access to the various dockyards and shipyards of The Gratic Empire, being able to override the building of trade vessels. They haven't been adequately funded in relation to their jobs, so they don't have a lot of wealth to spread around and training of soldiers is minimal. They have a fortified sea base on Fool's Island, but no other fortifications.
History
The Navy was founded by Jonitan II, the predecessor to the current Emperor Ribent II. This was during a time when piracy was on the rise, so the importance of a good navy was not to be underestimated at that time. It, however, was never given the same recognition as the Imperial Army, and neither emperor has ever funded it enough for it to be a large force.
