Izalona

Izalona is a city located on the polar seacoast, where the vegetation is sparse. Izalona grew around a coastal harbour, and is comprised largely of moon elves. They are a matriarchal capitalist autocratic absolute monarchy that worships Virgo as there main deity, however the others are aloud.
The nearest landmark is a group of islands with a mountain range in them. From the distance the peaks resemble a dragon’s claw emerging from the sea. A population of 7610, the denizens live an aristocratic existence. A masquerade ball is currently taking place.

Government

The people of Izalona work in exchange for payment from their employers, which they use to buy the necessities. Ms Birel Tiltathana is the supreme ruler, and all laws and affairs are governed by the crown's will. 
Trade in Izalona is regulated, with taxes and restrictions on what can be brought in and out of the town, and people live an aristocratic existence because of it. The trade guild enforces rules, with stiff penalties and trade bans for rule-breakers. Welfare is below average. Citizens are largely left to their own fate except in extreme cases. Healthcare is neglected, and education is an afterthought. Most citizens would have better luck from private benefactors or the church than relying on the government.
There is a strong guard presence enacted by The Izalona Fist with citizens seeking to live in the city being forced to undergo background checks. The Izalona Fist are well armed, and brutality is not unheard of.' Law in Izalona is very much punitive based, and those that breach the laws can expect hard labour, incarceration, or sometimes public execution. Crime is an ugly stain on humanity, to be punished. Magic is reserved only for those with a license, which is a relatively simple form to fill out, stating what type of magic you wish to practice, a public liability bond, and whether it's for commercial or personal use.
