the Liberty
Of the nine founding Maveren Houses, one, Valdas, is moribund; there have been no members of Valdas in Malfa for decades. Eventually the other Malfa Houses took over the Valdas territory, except for a little bit at the north end of the docks that sort of fell through the cracks. This bit of Malfa isn't a part of any House's holdings; thus it theoretically doesn’t fall under any Maveren authority, and is therefore lawless. The Liberty is a good place to hide from the Maveren specifically, but it isn’t a free-for-all; the people who live there have very specific ideas about the kind of behaviour that’s allowed. People hiding out in the Liberty might be surprised at what they can’t get away with there.
