Cania

Cania is the eighth layer of the Nine Hells. It is a relentless realm of seemingly living cold.  
Government
Mephistopheles, is the archdevil incharge of the eighth layer of Hell. He is obsessed with arcane magic and the nature of the planes. He spends much of his time overseeing experiments conducted throughout the desolate landscape. Hutijin, a subordinate, handles most of the governmental duties, allowing Mephistopheles to focus on his research.  
Defenses
Cania is constantly patrolled to protect the secrets of arcane spells, magic items, and magic theory developed in its laboratories. Arcane spellcasters and other devils sometimes brave the harsh environment in search of knowledge. Spies from Dis are particularly common, as Dispater fears that Mephistopheles might acquire more information than him.  
Notable Locations
  • Kintyre, an enormous uninhabited city of strange architecture that is buried deep under the ice.
  • Mephistar, home of Mephistopheles. A heated citadel carved out of the ice and located atop the giant glacier Nargus, whose movement ia controlled by the Lord of the Eighth himself.
  • The Pit, a dark and windy shaft several hundred feet in diameter. It is heavily guarded by ice devils, and ended in a lake of frozen slush. At the bottom of the lake, at a depth of 1,001 fathoms (1,831 meters) lay a portal that is the primary access point to the ninth layer, Nessus.
 
Inhabitants
The main inhabitants of Cania are gelugons, whose activities in the layer remain largely unknown. The environment is so inhospitable that even other devils avoid visiting the layer.

Geography

Cania is a harsh land dominated by moving glaciers and icebergs. These massive ice formations constantly collide, creating a dangerous landscape. Snow avalanches are frequent and violent, and the weather is dominated by howling snowstorms. Hidden crevasses can engulf unsuspecting explorers.   The cold in Cania is extreme, far surpassing that of Stygia. Temperatures can reach -60°F, and even those with protective gear can freeze to death within hours. Unsheltered creatures face a constant threat of freezing. Preserved corpses, including those of archons and devas battling unknown creatures, can be found within the ice.   Scattered throughout Cania are isolated citadels containing laboratories and libraries. These citadels offer some respite from the harsh environment.
