Maladomini

Maladomini is the seventh layer of the Nine Hells. It is an endless field of ruined and decaying cities and the center for all the bureaucracy of the Nine Hells.

Government

Maladomini is ruled by Baalzebul, a fallen archon turned archdevil. In his relentless pursuit of perfection, Baalzebul constantly orders the construction of new cities, each more magnificent than the last. However, his obsession with perfection leads him to abandon each city once it is completed, beginning the cycle anew.

Notable Locations

• The Carnival Eternal, a grotesque amusement park created to reward devils for the souls they gather
[li[Grenpoli, the City of Diplomacy. A domed city where weapons and all types of aggression are forbidden, it contains the Political School of the Nine Hells, which offer courses on deceit and treachery to enterprising devils.
• Offalion, a training facility designed to instruct devils on matters of political manipulation and bargaining by creating detailed simulations of locations in the Prime Material plane.

Inhabitants

Maladomini is inhabited by a variety of intelligent devils, including amnizus, paeliryons, harvester devils, and erinyes. Other demonic creatures like ayperobos, barbazus, cornugons, lemures, and spinagons also reside here. The constant production of ichor leads to the spontaneous generation of oozes, such as black puddings, gelatinous cubes, and ochre jellies.
Baalzebul, the ruler of Maladomini, is advised by a council that includes his consorts Baftis and Lilith, the Herald of Lies Neabaz, the marshal Barbatos, and the generals Abigor, Bileth, and Zepar.

Geography

The sky of Maladomini is a deep, venous black. The landscape is dotted with abandoned cities that once served as shelters for runaway petitioners, deserters, criminals, and lost creatures from other planes. Between these cities, the land is scarred by surface mines, deforested areas, and clogged canals. Rivers are choked with sludge, and some areas contain sentient pieces of polluted matter that reach out before succumbing to the toxic air.
The few remaining forests are either rotting or spontaneously combusting. A black ichor oozes from everything in Maladomini, polluting the land.

History

Maladomini, once a beautiful and urbanized realm, was devastated due to Baalzebul's treachery. Baalzebul, who ruled both Maladomini and Malbolge, attempted to overthrow Ashmedai by manipulating records and organizing an attack on Nessus. However, his plan was foiled by a massive demonic invasion of Avernus. Despite his initial hesitation, Baalzebul eventually joined the fight, but his delay aroused suspicion among the other archdevils.
When his treachery was exposed, Maladomini was ravaged by attacks from the other Lords of the Nine. Baalzebul was defeated, and the realm was transformed into a devastated wasteland.
Ashmedai, recognizing Baalzebul's intelligence, punished him by transforming him into a slug-like monster for a millennium. This punishment was retroactive, accounting for all the lies Baalzebul had told. Baalzebul remained in this form for centuries, finally reverting to his original form in the late 8^th century AB.
