  Dis, the second layer of Nine Hells, is a vast city that covers almost the entire layer. The city is surrounded by a ring of spiked mountains, creating a valley-like landscape. To many visitors and inhabitants, Dis is indistinguishable from the layer itself.  
Notable Locations
  • The Iron Tower, a towering structure serves as the personal fortress of Dispater, the Lord of the Second. Its immense height makes it visible from across the entire layer.
  • The Garden of Delights, is a facility, which offers luxurious experiences and pleasures for a hefty price, providing a temporary escape from the harsh realities of Dis.
  • Mentiri, is a prison houses those who violate the rules of Hell. It aims to "reform" prisoners by constantly tempting them towards evil.
   
Inhabitants
The streets of Dis are bustling with activity, filled with parading devil nobles and workers constantly remodeling the city at Dispater's command. The most common inhabitants are abishai, imps, lemures, nupperibos, and spinagons. However, other creatures, including shades and beings from other planes, can also be found here.   The city's underground dungeons are filled with petitioners, prisoners of The Blood War, and kidnapped mortals from the Prime Material Plane. Their screams of agony can be heard echoing through the city's walls.

Geography

Dis, despite its potentially infinite size, always feels cramped and oppressive. The entire city is constructed from red-hot iron, radiating heat and shrouded in a constant haze of smoke. Every surface, from walls to cobblestones, burns to the touch.  
Geographical Features
Those who manage to escape Dis can leave the city behind, disappearing into the surrounding mountains. However, little is known about the city's exterior.   Approaching Dis is a surreal experience. Travelers follow a road paved with skulls to reach the city. The transition from the outside to the inside is seamless, with no visible boundary.  
Trade
The city hosts numerous markets and bazaars whose wares attracted creatures from various planes.
