Council of Wolves

"The tallest tree was once a seed in the ground. Don't forget what you sow, as it too will grow."

-Unknown Druid         The Council of Wolves was founded after the great end of the last era. Many of the first druids to join were hierophants of other druidic orders. Bound by a single oath to provide sustenance for all the people of Charybdis, they sought to reclaim the lost agro-industrial technologies. They gathered all of the great hierophants groves and brought them to the last remaining ruins of an arcology.       The first years of the council were harsh on its people. Much of the arcology was lost and not much more than a skeleton of an era now long gone. Yet the druids had made allies of the fae that inhabited the deepest parts of the ruins. The alliance agreed to a few terms and with the help of the fae and the strict rules set by the council they grew into a mighty nation.       By 100 AE and beyond the people of Charybdis were starting to receive supplies from the council's lands. Many welcomed them with open arms once it was established that they only sought to provide new seeds and fresh food. It was only after they had been supplying for many years that people had found that the seeds that were given didn't work well within the soil. This lead to villages and small hamlets being forced to rely on them or working harder for fewer farm yields.       During 174 AE traders began to travel from all across the land to buy goods directly from the council. It was then that many learned of the laws that were being enforced on travelers. The highest among the laws was the edict of metal , where none may enter the lands of the Council of Wolves without handing over whatever metal be it coin or sword at the entry point. Merchants and others were given a clear blood-red gem cut into the shape of a cube with the value of the goods magically marked on it. Although not the most favorable thing to do the merchants were still able to make trades within the capital and on leaving were given back the goods and whatever they traded for.       As the arcology grew into a city called Capara much of the floors were replaced with hanging farms and orchards. The people were always allowed more than their fill of food when it was time to feast. Many of the common folk never saw the outside world due to the massive city. Others found the peace of work and the reward of more blood gems that allowed them a place in the world. Often the people can be found enjoying themselves hanging off the side of the building watching the world below.       In 400 AE by order of the last original Hierophant, no Ana person was to be found alive within the lands of the wolves. They were to be considered tainted by the desert and killed on sight. Ever since then a cold war had been brewing with the Ana Nomads and the Council of Wolves. Each raiding the other in clashes over wrongs done by the other side.
