Outding Refuge, also known as just "Outding", was a slow-paced harbor and the bulk of civilization here was Heyton's Thorpe.
Until the Netheril Nexus was built, of course, making this island a formidable player on the world stage now.

Since 2020 Lars Heyton has taken over control of this island nation with three councils to aid him. One from the Thorpe, One from Xorlarrin's Crown and one with no voting power from Netheril Nexus.
Defences
In the past they relied on two large stones in the Harbor, since then this has been upgraded and the entire island "chain" now has 12 floating guard towers manned by guards that ride Griffons.
There's a decent policing presence, and citizens know better than to step out of line, as The Impenetrable Guardsmen are armed. Despite this, brutality is rare, and citizens with nothing to hide have nothing to fear. Law is in favour of the best for the community. To access the floating enclaves one must have a pass. All magic-casters must be registered and explained that magic is to be used sparingly and only in the best interests of the community, any magic cast that the councils deem to be a harm can be a crime.
Industry & Trade
The harbor is a common area for all types of trade, and with the expansion lately they are known for creating a variety of magical trinkets and items.
Trade is mostly free, with some taxes applied to goods and services rendered in the city. People live a squalid existence because of it. Welfare is terrible. Citizens can expect the absolute bare minimum of death services. Healthcare and education are ignored, and those unable to fend for themselves would go hungry if it weren't for private benefactors. Lately this has been improving though as the Nexus has grown and even begun to provide prosthetics for those who need them

Most of the infrastructure here tends to be wood with stone bases. Simple and functional

No real "districts". You have a Outding Refuge Docks, Outding Refuge Church, An area with homes and other businesses spread around.
History
In approximately the year -4000 this island was taken over by the Heyton family and their church. They took care of the current problem of sahuagin and the tribe of cannibals on the island.
Since then the Thorpe has been a stopping point for adventurers seeking wealth and glory to the South.

Many people love to take their vacations here.
Geography
A large island that juts out of the sea and has a very tall pointed mountain. Now it has four large flying enclaves with 12 flying mini-enclaves hidden with some dweomer.
Climate
Tropical climates are characterized by constant high temperatures (at sea level and low elevations all 12 months of the year have average temperatures of 18 °C (64.4 °F) or higher; and generally high annual precipitation. There is no winter, per se. Frost does not occur, allowing tropical vegetation to flourish. Except for the one year that had a magical winter, of course.
Natural Resources
The land here is full of some magical crystals which seems to be affected by the dragon hoard of Canthenth, the Arcane Forge, and the ancient Enclave that once existed here. Those crystals are now being used for a variety of magic research by the Netheril Nexus.
There is an abundance of fish and other plants here which provide those who live here, but they also do a fair amount of trade with those who stop here as a layover between Kampos & Æwrûn.
They also have a long history of having unique magic goods here, but that has only been more true with the research now being done here.
