Dis, The Second Level of Hell

Dis is the second level of hells tower and the first place that Hells bureaucracy is on full display. A massive endless city scape that caters to the dark fantasies of its denseness. Ruled by Archdevil Dispater, the Lore Keeper, Dis is a place of punishment for the pride of mortals and are the people and creatures he prefers. Dispater is often called the great litigator for while he doesn't seek to rise in status he is content in his place as the great contract manager. For it is in Dis that all standard Diabolical Contracts and Compacts are stored and cataloged. Because Avernus is mostly a battlefield most devils summed to the Material world are from this level.
