Eipanic
In the Calpian Empire, there must always be two Eiccatbalum, former Eibar̂um, who serve as Eipanic. These individuals oversee the collection of taxes, the minting of Imperial coin, the counting of the populace, and certifiy eligibility for those who wish to become Eiccatbalum in their own rights.
An Eipanic is a law unto themself and cannot be censured, except by the R̂oldavum.

There are always two Eipanic, no more or less. When one dies, the Catbalus elects their successor from among the eligible Eiccatbalum, voting in successive rounds and dropping the least successful candidate each round until one individual receives a majority of the votes.
There is no nomination process, all eligible Eiccatbalum are considered, and service after election is mandatory for the individual selected.
