Jack City

The Standard of Jack City is a black flag, but each family or group does some kind of alteration to it, to make it different, such as a white cutlass in the middle, or a red vertical stripe at the fly end, etc.   Jack City is a settlement of great wealth disparity, nestled (crowded) into a land basin, with cliff walls on the eastern edge. Basically, the further east you get into Jack City, the more wealth you have acquired, one way or another.   Notably, a River Cascades in the Jack City Basin--a magnificent waterfall comming from the land above. It creates a lake in Hightower, bordered by several High family castles. It is called the Clairen River, and the lake the Sapphire Lake. RELIGION

TEMPLES TO KELLIMVOR
Here and there, small temples to Kellimvor, sometimes a priest there... Leave offerings of body parts of the slain, and copper coins (daggers), every nightfall these offerings thrown into a pit that leads to the sewers... all valuables collected by a priest, in return for the priest's prayers on behalf of the prayer.   Human Deities and Religion

CRIME BOSSES, "POLICE FORCE" / IMPERIALS
  Jack city hosts a wide variety of crime bosses, and most of them have a series of underligs that carry out crimes, heists, murders, etc. This removes the bosses from any culpability, should things go wrong. Often a family's claim to power is based on threats of violence and murder.

There is still a police force, although it consists mostly of rag-tag Imperial bands. Still, their presence is enough for the Bosses to be wary. Many Imperial spies risk their lives to gather information and try to take down the highest Bosses.   The high bosses usually have a spire (or up to ten, maybe twelve of them) where they are heavily guarded and kept safe. Many pretend to be legitamate princes or dukes of Jack City.

There are turfs wars down in the city, as different gangs (serving different Bosses) fight out the rights to extortion and trade. In this way, the gangs control the city.

The imperials send overt or covert squadrons to police the city, for the resources there would be an incredible boon for the Empire, but this has just resulted in numerous pitched battles, with no real progress. [Sometimes the soldiers can be bought as well...]   [Baerabee will be approached regarding the gold and quartz veins along the northern coast, questioned, "Is it really true? Here, let me buy you a drink buddy. Tell me the story (perhaps bribed)]   Also see Jack City Mafia   A great deal of corruption has blossomed in the wake of the new Empress. Families and mafia groups jockey for the Empire’s attention and favor, and they hope to win “easy trade routes”, while the Navy looks the other way.

There are hundreds of other deals in the works, as both sides benefit. Imperial power grows; lucrative trade grows; wealth grows with both parties, while the threat of violence against anyone interfering grows as well.   Overall, a most of Jack City is a repository of scum and thieves -- a hole of mercenaries and criminals -- all used and pawned by the Hightower Families.   High on a hill overlooking the City... Castles of Marble and Sandstones: Monuments to crime; high spires.

The upper city rivalling High Terralus. Money earned (stolen, pirated, extorted) by things directly or indirectly related to the sea-trade, through pirating and illegality, crime and murder...   Most of the city is a racket, one level buying the level up, all the way to the top. Mafia--like organizations exist at each level, in constant tension with each other.

Murders related to this racket are commonplace. An entire industry exists for cleaning up and/or hiding murder-messes (the latter are usually the only necessary).

Jack City Districts (rough map)
Jack City is broken up into districts with fairly solid borders. These borders are sometimes patrolled by the mafia families that dominate the areas. The socio-economic differences in the districts are sharp and distinctive, ranging from the unimaginable wealth and opulence of Hightower to the the slummy lowliness of Smedj.
SHIP / VESSEL MOORING, HARBOR, IMPERIAL NAVY, PIRATING

Ships moor in Jack Harbor safe from Tellarus naval presence, but not safe from each other…. Some say the Imperial Navy is paid off; some say they fear the naval power of the Seadogs   There are two instances of pirate attacks and raids in Tellarus, but they resulted in significant losses for the pirates. Now the Navy is more powerful, and the pirates do not currently risk a raid.   Ships do not sail these waters without some stake in the Tellaran / Imperial Navy.

Pirating generally occurs west and north, or far-west and south, of Jack City. Other areas (to the south and west) are deterred by naval presence, usually… From Tellarus, ships generally sailed south along the protected coast, only moving west when well away. This range is protected by the Navy. (The best pirates know the best ways around / through / etc. the naval forces.)
