High Lords

The high lords are the primary civic, law and political position in each of the five provinces. Answering only to the Emperor and other members of the High Council, they hold vast power over resources, taxes, the army and the wealth of the Empire. They all are the heads of the five most powerful noble houses in the Empire, and reside in the Empire Capitol of Exelnar  Each High Lord has 3-6 dukes who are bellow him and bring things to his attention that he either deals with or puts in The High Council agenda. Those dukes have counts in their courts who in turn have barons of their own. A High Lord is in charge of 9-36 counts, and 27-108 Barons. They each have tens or even hundreds of millions of subjects, and their power is unimaginable from the perspective of an average peasant.

Besides their word being absolute law, that is enforced through the Empire with an iron fist, they also have direct control over the Imperial Army, and can assign formations to Dukes for a long or short period of time. Together they have full control over the Army, and as such, the nobility as an organization is unrivaled in terms of sheer manpower. Their courts hold the most cunning and powerful of Lords, all ready to get their hands dirty in exchange for promises of power and support from a High Lord. 

As with their powers, their responsibilities are also immense, and the safety of the entire Empire is on their hands. Their main responsibilities are overseeing their dukes and provinces, overseeing the Army, and participating in the High Council meetings. To what extent they are vigilant and careful, that question depends on who is asking, but one thing is for certain, they hold so much power that challenging them from a lower position would be a fight akin to an ant fighting a plate-covered paladin.
