Wetteran Stadts

To outsiders, the governmental practices within the Stadts of Wetterau can be thoroughly confusing. Since the area is a collection of independent palatinates, the forms of government and laws vary from place to place around Wetterau.

Structure

Each palatinate has the rights and privileges to govern itself, with few exceptions. Each palatinate is ruled by a noble who takes on the additional title of Pfalzgraf. All of the six Pfalzgraf together form the Ministerrat, an electoral council. This Professor of Strategy at the Kampfenheit College council is joined by a few more prominent individuals throughout the palatinates.   Even though it seems pretty cut and dry, there are countless titles of nobility within each of the palatines and can be dizzying for a foreigner to keep track of. It is daunting to say the least to figure out who is who and what position within Hessen society an individual holds. Heraldic schools within Wetterau are considered some of the best on Serrus to compensate for this.   The Ministerrat’s main job is to discuss matters of the palatinates and to pass laws that all of the palatinates will enact in their respective palatinate. The Ministerrat also elects one of the current Pfalzgrafs to be the Kaiser. The Kaiser is considered the highest position within the Ministerrat and he has the ability to collect taxes and dues from the palatinates, muster the palatinates for war, break ties within the Ministerrat, and are the primary figurehead of the Stadts of Wetterau. Where it gets confusing to most is the actual implementation of the taxes and laws within the palatinates.   Technically, the Pfalzgrafs can ignore any law passed by the Ministerrat or the Kaiser within their palatinate. The Pfalzgrafs also have the power to deny dues and taxes to the Ministerrat and the Kaiser. This gives the Pfalzgrafs considerable power. In practice though, denying the Ministerrat or the Kaiser can come with many punishments like military action upon the given palatinate, an embargo on goods from the palatinate, or loss of voice on the Ministerrat’s decisions. These actions vary by the degree of severity of the Pfalzgraf’s disobedience. Many minor incidents are ignored and Pfalzgrafs have a great deal of leeway with the implementation of laws or taxes.

In addition to the Pfalzgrafs, a few others sit notionally on the Ministerrat. The Grand River Warden is in charge of policing the many rivers and shores of Wetterau. The Archbishop of Wetterau is the Ametrian spiritual advisor to the Ministerrat. The head Epistopher of Weltanschauung Academie is prominent enough in Wetterau to sit on the council. Lastly, the Minister of Territories acts as a foreign advisor to the council.
