Hazlan

Land of magic run amok. The darklord, Hazlik, is originally from Thay (hence why all the mages are shaved and tattooed), so it's also "land of Red Wizards with no brakes."
There are stylized golden eyes throughout Ramulai, at least, and the peasants are certain that Hazlik can watch through them. The wizards might think so, too; you haven't seen them react to the eyes one way or the other.
Judging from how one of the peasants reacted, it's a high crime for non-wizards to handle magic items without permission.

Cities/Towns

Ramulai is a mining town; peasants are plundering the earth for various alchemical concoctions that are burning and tormenting the trees. From what you can tell, the wizards did some kind of transmutation ritual to fundamentally transform the minerals and other resources here so the peasants can extract them for their experiments. Your main contact there is Kourdara , who crafts magic items and seems to think the best way to get people to do things is by casting lesser geas on them.
Sly-Var supposedly has a conjurer in it named Iskander. He knows Kourdara and probably has a copy of the book you're looking for.
