Spellbreak City

The one city that resides within the Spellbreak Sands, this is an arid, hot place to live. Too much for some, but for those that call this place home, they see everywhere outside the sands as too cold.
The most notable thing about this city is its judicial system. There are no judges, no lawmen, no enforcers. Within the capital building sits one emerald dragon wyrmling. This creature plays judge, jury, and executioner. Their word is final, and will not be disputed under any circumstance. This is because the wyrmling can peer into anyone’s mind. If you have commited a crime or are guilty of anything, they will know.
