Exarch

  The title of Exarch is granted to leaders of one of the three provinces existing within Ione; Ghia, Meidem, or Wol. Exarchs are tasked primarily with managing the day to day ongoings of the the provinces and report directly to the Alarch.   The role was created when the provinces were first formed in 1041 under Alarch Everard Collier.

Qualifications

All holders of Ionean government positions or roles within the Order of Fortunism are required to pass the Trials of the Fortunate before assuming any official positions.

Requirements

An Alarch must possess a Mark of Fortune to hold any level of office within the Ionean government as the Mark of Fortune is required to take place in the Trials of the Fortunate.

Appointment

Once the baseline rank of Acolyte is attained from successfully passing the Trials, ascending up the ranks can only be done through Cionecic's Divine Selection. As a result the age and background when taking the role of an Exarch varies wildly.

Duties

The Exarch is responsible for the management of their designated province, for the health and wellbeing of the people of that province and any specific mandates of that province.

Responsibilities

The Exarch's responsibilities are split between those that are common between provinces such as collecting census information and ensuring the general needs of the population are met, but there are also specific mandates given to each province based on what each province excels at.

Ghia

Ghia holds the oldest of the Ionean cities and thus many of the responsibilities revolve around Ionean culture, such as the protection of Sanctum Forest, and ensuring that everything required for the events that take place during the Trials of the Fortunate.

Meidem

Meidem, more specifically it's capital Principa, are focused on the defense of Ione and have additional responsibilities around the training of the military.

Wol

Wol controls much of the Jhio River and Ornamen is Ione's heaviest trade city, thus much of the responsibility for Wol is to maximize trade.

Benefits

Each of the provincial capitals has a large chapel that provides the dual purpose of a religious site and the housing of the sitting Exarch of the province similar to the Alarch's relation to the Grand Cathedral.

Grounds for Removal/Dismissal

The Exarch cannot be removed from their position once appointed. A new Exarch is only appointed after the previously Exarch has passed away or stepped down from their position. Exarchs that have passed before natural causes have taken them are thought to have been removed by Cionecic.

History

The rank of Exarch was created by Alarch Everard Collier alongside the creation of the provinces in 1041 as Ione finished expanding into it's claimed territory and required additional oversight to appropriately govern the area and it's growing population.
