Structure

Five separate Halls that work jointly together as a Council overseeing all Avalonian Elves with their main goals being the preservation of Elfkind and returning to the Freelands to retake their homeland.

Culture

Avalonian culture is a force that both exists in the dwelling of the past and the progress of the future, it is both a side effect and natural phenomenon of a race nearly immortal race filled with rage, regret, and hope. The combine the ancient magicks and knowledge of the past with that of the martial prowess and training of the present in order to create a new world for themselves by retaking the old one.

Public Agenda

Their goals are simple: Retake the Freelands. Despite the Freelands not having any true contact with Avalon for centuries, the Freelands are always suspicious of Elves and their plots against them. So it is an open secret so to speak of Avalon's goals.

Assets

Their primary resource is the Elvish population itself, albeit it is much smaller than most of the Human population of the Freelands. But they have been training and studying new forms of warfare for centuries, in an attempt to better themselves and prepare for their return to the Freelands.

History

The Council was established roughly for 4000 years ago with the fall of Alfheim, the Elvish Empire. When the purged Elves fled to Avalon they were welcomed with open arms by what was later called Brightwood Hall. From there the other four Halls were established in a matter of centuries, with is nothing to Elves as a slow and long living race. Each Hall represents a different race of Elves with their own distinct lifestyle and belief on how to best proceed in the future. However, after 4000 years they are moreso natives of Avalon than the Freelands and most if not all Elves at this point have never even seen the Freelands let alone lived there. So their motivations to return have changed slightly over the past few centuries, it is more about pride than vengeance one could argue these days.

Territories

They control the whole of the island of Avalon, though they claim the Freelands in name only but the Freelands resents and purges any and all Elves found within its borders both during the Kingdom of Man and after.

Military

Their military is loosely organized into service to the five Halls, it is not a standing miltary but a collection of militia with dreams of retaking the Freelands but no realistic way of doing so at this time.

Technological Level

They live a backwards lifestyle dedicated to living with the land and nature, their magic is second to none compared to the Freelands but they utilize in archaic practices with minimal invention and creativity. They could do so much more for themselves but their culture refuses to evolve and change with the times, they are living as if the Great Revolution only just recently happened and not thousands of years ago.

Religion

They recognize the Nine Deities but not necessarily the way the Codex Stella describes them as they had no say in its writing, but its more or less similar if not the same.

Foreign Relations

Their relationship with the Freelands can be described as either strained at best or nonexistent at worst, since the Great Revolution over 4000 years ago time has not improved their relationship in the slightest.

Agriculture & Industry

Such things do not exist in Avalon, it is a heavily a hunter-gatherer lifestyle despite the population size and potential of the Elves... its more a personal and cultural choice of the Elves.

Trade & Transport

Transport within Avalon is done on the backs of various woodland and sea beasts, and trade is minimal but there is a market for some goods but no true agriculture or industry outside of private family practices or studies. Outside of Avalon there is no way for these Elves to realistically reach the Freelands with out being found out to trade or anything.

Education

Within each of the Halls the Elves hold an almost formal education system to teach the next generation of Elves, though each generation there are only about a hundred or so Elves born. They are taught to read, write, magic, to fight, and to kill.

Infrastructure

The Halls are largely independent from each other, they only truly communicate to each other via the Council and only then they only speak of their plans for the Freelands... like they have for centuries. Even then the Halls are rather simple lives as hunters, gatherers, traders, and scholars.
