Government
The mayor of the city is the owner of the property on the shell and has complete autonomy, but is expected to listen to his people. The mayor has final decision on who gets to live in the city
Industry & Trade
The island is able to produce a good amount through animal farming, fishing, and gardens, but the crafting and trade is where the success lies. The mayor currently collects no taxes, but with nothing to pay for and no need to put any individual effort to travel, everyone is expected to do what they can to ensure the island's success. Goods are produced for trade at each island stop to ensure a solid influx of money and food so that the island can stay in good shape and the people can stay happy
Infrastructure
Wooden structures all over the turtle's back have everything a city is expected to have, including a watchtower and defensive cannons. The most noticeable feature is the large crane used to feed the turtle and direct it where the residents wish to go
Assets
The city keeps small ships near the back of the turtle to release into the water at island stops to ferry people and goods back and forth
History
Once owned by the original founder (known only by his title "Shellwalker," a title that now belongs to Detland Wilks) in his old age he wished to find someone to rule the autonomous city in his stead. Detland Wilks came from seemingly nowhere with a large amount of gold to purchase the island from him. It has been prosperous ever since, and the mayor was popular with his people up until his untimely death. He left the city under the leadership of his brother and adopted son, though it would eventually fall to the latter to manage the city most of the time as the former spent most of his time in The Feywild.
