Structure

At the top of Shrask's governing body are two figures, the Emperor and the Empress. Although each wield significant power, neither is truly the supreme leader of the organization. The Emperor is tasked with all foreign affairs while the Empress presides over internal matters, mirroring the traditional structure of the classic Raskan family. Beneath each of these figures are a collection of Mogai or Ministers who each have their own authorities and responsibilities as well as subordinate Mogai with more specific jobs and finer tuned powers.  

Emperor and Empress

The Emperor and Empress are most often married to one another, though this is not always the case. The first child of the Emperor and the Empress is designated as heir, regardless of gender, with their title and duties correspond with their natural sex. When the heir marries, their spouse takes the opposite title to them, becoming Emperor or Empress when the heir ascends to the throne. This ascension usually takes place shortly after the death of the first parent, but before the death of the other. If the heir is too young, the remaining parent is encouraged to remarry to a suitable man or woman to fulfill the duties of their dead spouse. This "replacement" Emperor or Empress is ritually castrated or sterilized unless there is currently no heir. Although a morbid practice, it does prevent many pretenders and half sibling rivalries for the throne.

Most people in Shrask use coinage of copper, silver, and gold. Many upperclass transactions are done with slaves, each with their own prices and bargaining points.

The most major import is slaves for slave labour.  Their primary sources for these slaves are Sea Gnome pirates and raids performed on neighbouring nations in times of war.  As the Elves of Midrasus are difficult to properly contain, and the undead armies of The Hrakken Empire

Judgement of one's own property and Slaves is left to individuals and unless any action is in violation of the commandments of the Mogai of law, the actions will be protected and enforced by the law.

The Mogai of Law is an official designated by the Empress.

Court of Houses

When a crime has been committed against a great house, they are permitted to arrest the perpetrator with their own men. Once captured, the great house must announce they are holding a trial for the individual. They then must wait a full month to allow a chance for settlement and put forth a suggested sum for the release of the perpetrator. This sum is usually stated in Gold Collars. During this month, another house may step forward and agree to represent the perpetrator in court. There is usually an agreement made between the representing house and the perpetrator, usually involving monetary compensation or service upon a successful defense.   At the end of the month waiting period, whether another house has stepped in, the court begins. Both the offended house and the perpetrator is represented by a male from the house supporting them. If no house steps forward for the perpetrator, they must represent themselves. A woman appointed by the sitting Mogai of Law chooses 3 women from the offended house to serve as a jury and 3 from the defending family, if one has come forward.   In the opening day of court, a sacrifice is made to gain recognition from the gods, most often a goat. The representatives then make a small cut on their hand and place it on the back of the hand of who they represent. The perpetrator's representative on the perpetrator's and the offended houses matriarch's and patriarch's. If the patriarch is the one representing the family, he places his bleeding hand on his own hand as well as the matriarch's. This opening sacrifice is supposedly to either ask the gods to enforce justice or to show them a path to avoid punishment.
