All-Father / All-Mother
The title given to the ruler of the Asgardian Empire.
Qualifications
While the name does pass through the Asguardian Royal Family, it is likely a leader considered to be weak or foolish would be deposed.
Requirements
As Odin was the first bearer of the title, tradition has not been established for inheritance. It was assumed it would pass to the eldest male heir of the previous All-Father, however Prince Thor refused the title. If it was to pass to the new male heir, it should then have passed to Odin's nephew Tyr. Instead it passed to Queen Frigga. It is not yet known what that will mean for future heirs.
Duties
Since the establishment of the Council of Realms, it is the duty of the All-Mother to open proceedings, though she does not take part in debate.
The All-Mother is the religious and political figurehead of the Empire. They are responsible for protecting the citizens of all realms within the Empire, maintaining the Pax Asgardia, and negotiating with other powers.
They are responsible for choosing and maintaining military and civic officers, including Generals, Ambassadors, and the heads of the Treasury, Mint, Armory etc.
Benefits
The All-Mother weilds almost absolute power over five of the Nine Realms and considerable power over the remaining four.
Accoutrements & Equipment
The symbol of Asgardian Kingship was the spear Gungnir, and this has now also become the symbol of the All-Mother.
History
Following Odin's Conquest of the Nine Realms, the previous title of King of Asgard was largely retired and replaced with All-Father, to represent the wider scope of rule.
