Due to the harsh penalties for political dissent, they opperated in secret, with many members living in the tunnel network beneath Kree-La.
During the Phalanx Crisis, they were responsible for saving many of the survivors from Kree-La, by leading them through the underground to the Database, enabling the Utopians to call Tarnax II for assistance with evacuating the surviving civilians from the planet.
