Primas

The highest ranking member of a Prime Church, the Primas is a priest appointed by a king or emperor (or queen/empress). They are responsible for organizing and expanding The Church of Order within a kingdom or empire. They have authority over archpriests and priests within the realm and they can enact religious laws within the realm. These laws can contradict the Tenets (although such a law would bring resentment towards the Primas) but can not overrule a Royal Law.
When a Primas enacts a new, religious law, they have the authority to enforce that law by any lawful method available, such as commanding guards/soldiers in the realm, or by mobilizing religious warriors in their service if there are any.
