The Kitsune Council
The Council that governs the entire Eastern Imperium
Structure
Nine nobles makeup the Kitsune Council. These nine members do not correspond to different areas or parts of society, and are instead selected purely on power, wisdom, platform, lineage, and influence. It is not uncommon for a noble to kill their rival and ascend to the council in their place. They make many or most of the day to day decisions of the Imperium. Tamamo rarely issues direct commands to them, but they are expected to obey them unquestioningly when she does.
The nine members of the council are as follows, noted alongside their house. These nine houses form "The Nine Great Noble Houses", a title used to refer to the noble houses that hold a seat on the Kitsune Council. These houses are some of the most influential and powerful in the entire country, though this is not always the cast.
- Lady Yuki Hikari, Head of House Hikari. Yuki-Onna. One of Tamamo's closest friends. Like a second mother to her children. One of very rare few allowed unfettered access to Tamamo's Citadel. Believes absolutely in Tamamo's rule and the way of Noblesse Oblige. Very close friend to Lady Akane of House Fujimura.
- Lord Shinjiro Asagawa, Head of House Asagawa. Half-Elf. Samurai Warrior & Politician. Old by conventional standards, but not even middle-aged by Half-elf standards. His father saw what the east was like before Tamamo, and he has heard countless tales of such a time.
- Lady Mitsui Shimizu and Lady Ritsui Shimizu, Twin Heads of House Shimizu. Kitsune sisters. Both Young Adult age. They are counted as one collective person for voting purposes. The Twin Pop Stars of a highly popular Idol group.
- Lady Akane Fujimura, Head of House Fujimura. Kitsune. One of Tamamo's closest friends. Incredibly, Incredibly old for a Kitsune and claims to have been Tamamo's friend since before The Unification War.
- Lord Tite Kato, Head of House Kato. Ursini Daimyo and former General of the Peasant Lands Military. Just entered Middle age, and is Rigid and Honorable to a fault.
- Lord Kang Baek-Chung, Head of House Baek-Chung. Ursini noble. Quite young. Commonly believed to be nothing more than a figurehead and thrall to Lady Astrid of House Hraelna. Supposedly, she and her house rules the entirety of House Baek-Chung and treats them as servants and slaves.
- Lady Astrid Hraelna, Head of House Hraelna. Dai-Yukai Gigax. Newest Founcil Member. Very young. Brash, Impetuous, and Bratty in her mannerisms and attitude, and treats her word as law, getting furious when anyone disagrees with her. Took over after she crushed the last Council Member in a fit of rage after they refused to let her have their chair. Crushed their entire house beneath her feet, literally, and took its assets as her own.
- Lord/Lady Zythrix, Head of House Zythrix. No first name. Sentient Slime. Switches between Male and Female personas often, and is most comfortable as a large mass of slime. Peaceful and calming to the point of apathy, and wishes to simply get along with everyone. Vocal advocate for more rights and freedoms for Monstrous races, but also advocates caution with the more dangerous amongst their house.
- Praetor Claudius Gaius Augustus, Head of House Augustus. Older man, but still spry and physically capable. Has supposedly been alive ever since the Fall of High Humanity. High Human. Staunch anti-religion and pro-humanity views on the world. Very traditionalist. Venerates Tamamo as one might a mighty Emperor for her social and political skills, but refuses to worship her.
Public Agenda
The Kitsune Council was formed with the goal of ruling the vast Eastern Imperium in the place of Tamamo-No-Mae, The Kitsune Queen, and to do so with the same Wisdom, Power, and Lawfulness she would. They serve this purpose even now, and work to further the goals and territory and laws of The Imperium, and to protect it and its citizens as well as to make the decisions that will best benefit it.
Assets
The Kitsune has the entire sum total of the assets of The Eastern Imperium at its disposal, and thus has nigh unlimited power and assets.
History
The Kitsune Council came into being alongside the larger Eastern Imperium when Tamamo-No-Mae founded the country after The Unification Wars, formed of the nine most influential and trusted advisors and warriors and servants of Tamamo who had earned her trust to such a degree that she put them on the council, trusting them to rule the country for her.
It has been entirely purged twice in the Imperium's history. Once, a scant eighty years into her reign after they began to plot to overthrow her, and again 270 years into her reign when they tried to begin implementing radical societal reforms that would have made Tamamo obsolete such as Democracy and a senate. Both times, the act was carried out by the Usagiri, Tamamo's secret service.
