Tamamo's legendarily deadly personal guard
Structure
Tamamo-No-Mae, The Kitsune Queen's Royal Guard, nicknamed for their uniform black attire and rabbit masks. They report exclusively to Tamamo herself, and not even the The Kitsune Council or The Bureau of Domestic Affairs can give them orders. Their word is the highest law in the land, and they have the authority to speak with Tamamo's authority and supersede all other powers to make an order.
The Usagiri's organizational structure is believed to be an incredibly simplistic thing, with most of them being evenly ranked...the only other rank aside from the rank and file are the Captains, beings who are almost indistinguishable from their fellows aside from a unique rabbit mask, who seem to act as commanders for the force. They are famous for never talking, and they make themselves known through writing or gestures if they must communicate. Only the captains are capable or desire to speak. They generally do not make appearances in public. If they do, it is a sign something horrible or important has happened, or is about to happen.
They are the most powerful of "The Three Hidden Armies", but not the most hidden. They are the second most hidden of the three, as the public knows they exist but more as mythological figures and legends than actual entities.
Public Agenda
The Usagiri's agenda is nothing less that the protection of Tamamo-No-Mae, The Kitsune Queen and the enforcement and carrying out of her personal will. They move for nothing less than their Goddess, and act only in her defense or when she gives them a direct command.

Unknown. As the royal guards of Tamamo-No-Mae, The Kitsune Queen, their assets are presumed to be nigh-infinite.
History
Much like The Shirokami, the history of The Usagiri is a thing shrouded in myth. As The Eastern Imperium was founded and Tamamo-No-Mae, The Kitsune Queen retreated to her citadel above Kitsunheim, leaving The Kitsune Council to manage the country in her stead, one day the Usagiri simply appeared from within her Citadel, identical legions of warriors clad in black and wearing rabbit masks who claimed and proved to enforce the will of The Imperium's Goddess.
As a guard force, they operate in battle in absolute unity and with an almost unnerving zealousness and fanaticism. They attack unrelentingly, silently, and with such legendary skill and technique and durability that only the most hardy warriors have a chance at standing up to them...additionally, what makes The Usagiri so feared by all within The Eastern Imperium is not only the terrifying silence in which they battle, but the freakish fanaticism with which they do so. They attack in unrelenting waves, throwing themselves bodily upon the formations and fortifications and bodies of their enemies, even as they are torn apart by magic or blade, they do not relent, even in death. They advance relentlessly and with no thought to their own personal safety, thundering into battle in infinite waves and occasionally emitting horrific rabbit-like shrieks from their masks even as they explode into bloody paste against their enemies. Often, this zealousness breaks the morale of their enemies, who often retreat and flee in the face of such insanity long before they defeat their foe.
