Calashi'din Vorpakk

Calashi'din Vorpakk, also known as Southern Usmina, is a contested region formerly part of the predominantly human nation of Northern Usmina, founded after the Siege of Illeron.   The name "Calashi'din Vorpakk" roughly translates to "Plains of the Calashi".

History

In 3945 EC, the human kingdom of Usmina waged a war against the Calashi goblins who lived in the Needle Hills at the southern edge of their kingdom. The Usminan military fared poorly in the conflict, underestimating the goblin's numbers and the disadvantageous terrain. The war turned even further sour when the goblins formed a coalition with centaurs from Zabria, extending their military might far past the mountains.   Though the war has not fully concluded, and hostilities continue, what is now known as Northern Usmina has reached an effective stalemate along the rivers that divide the country.   The Calashi goblins dubbed the territory 'Calashi'din Vorpakk', and have been ruling it jointly with the aid of various centaur mercenary tribes.

Demography and Population

The country is predominantly comprised of humans, goblins, and centaurs - along with a significant number of Elves and half-elves along the edge of the Great Forest. Goblins are primarily concentrated in cities and the southern hills, while humans and centaurs are most common in the vast plains.

Slavery

  Slavery is legal in Calashi'din Vorpakk, and is primarily used as a means of retributive justice. When a criminal commits a crime against an individual, they are forced to pay reparations in equal or larger amounts to the damage they caused. If this is impossible, they become servants of the state for an indeterminate amount of time. There they work without pay in whatever capacity the state deems fitting. Such a fate is also what becomes of those who commit crimes against society in general.   Servants of the state vary in usage, with some forced to endure hard labor mining, logging, or construction. Those with specialized skills are more likely to be used in that capacity - a librarian who committed fraud may face a lifetime of doing his job for no pay, and simple accommodations.   Calashi'din Vorpakk is known to purchase criminals from other nations, particularly Zabria, but generally balk at the thought of abducting those who were kidnapped from their homes. What constitutes a valid crime depends heavily on the buyer though, and it is not uncommon for people to be purchased on trumped up charges from what are effectively bandits and thugs.   While personal slave ownership is technically illegal, it is common for a slave to be bought from the state and placed under indentured servitude with extremely long contracts.

Foreign Relations

Calashi'din Vorpakk has a turbulent relationship with most of its neighbors. To its north, it remains in a slow war with Northern Usmina, which seeks to reclaim its lost land. To the west, the elves of the Great Forest seek payment and justice for the trees cleared during the war. To its south, the Calashi's age old rivals in Zabria denounce the taking of Usminan soil.   Iccot to its east remains neutral, and is one of the country's only trading partners.
