Government

The Constitutional Bureaucracy

While the enforcement of laws and regulations falls to the Azorious Senate, the rules and regulations are set forth and interpreted from The Guildpact, a living aromantic document that details the powers granted to the Guilds of Ravnica. Beause of this, Ravnica is technically a Constitutional Bureaucracy, with the document detailing the regulations of the city being the Guildpact and the enforcing body being the Guilds of Ravnica that it grants power to.

Guild Affiliations by Percentage

Though the Guilds hold most of the operating power in Ravnica, it is not required to join one. As a matter of fact, most civilians in the city do not subscribe to the Guild policies, and are known as the Guildless, Below is the complete Infrastructure Census data acquired from House Dimir after the year 10,000 ZC, following The Day of Shadows. The Tenth District

The tenth district of Ravnica is the central district of the city that houses the Guild headquarters and leaders. After the founding of the Guildpact, the Chamber of the Guildpact was created and placed in Precinct 1 of this District. A bustling industrial complex, the 10th District offers just about any service a citizen could be looking for, though prices and taxes in this area are notably higher than that of the other districts in Ravnica due to its central location.
