Gangs of Port Atlantica

Port Atlantica quickly established itself in the world as a head of science and industry, and many saw the benefits of having a base close to the island where otherworldly treasures and advanced technology can be found. A fair number of small time gangs can be found trying to control the streets and alleyways of Port Atlantica, though most rise and fall through the actions of heroes or rival gangs without their names ever being learned. These are the groups that have managed to earn a name for themselves, or carved out a more secure piece of Port Atlantica for themselves. While Southside is the most prevalent district for gang activity, crime can strike almost anywhere across the city.  
 

Midtown Gangs

Midtown is often considered the safest district in the city, with a low amount of crime. But that doesn't mean those with bad intentions don't gather.  
Quiet Neighborhood Association
The QNA is half-way between a Home Owners Association and a cult. A group dedicated to ensuring Midtown remains safe and ordinary, through mind control if needed. (NPC Faction)  
 

Southside Gangs

The roughest and most crime active part the city, Southside is home to several gangs fighting over territory and their numbers have only grown.  
The Souths
Made up of several smaller gangs that have united together for safety, and utilize scavenged technology and weapons from rifts and encounters the heroes have. (NPC Faction)  
The Terrors.
A dockworker gang that controls a large section of the Southside waterfront. They are run by a crew of supervillains, whose most infamous member is King Shark. Primarily weapon smugglers, they also engage in piracy, heists, maritime salvage operations, and mercenary work. Despite being outlaws, the Terrors have driven out some of the more unsavory criminal elements from their turf, and are known for fighting monsters that threaten the area. Downtown Gangs

Downtown isn't as plagued by mundane ordinary crime as the other districts of Port Atlantica, being more heavily policed, but it does see more frequent super-human encounters.  
The Freebooters
Something of a supervillain team with a frequently changing roster. Members of the Freebooters don a number of supervillain mantles and utilize incredible technology, with a new member of the group taking on a villainous personality when another is arrested. They follow a code of conduct, preferring to be thieves over engaging in violence if they can. (NPC Faction)  
Black Sword Group
Officially not a gang, but instead a private military force contracted by several of the city's larger and morally corrupt businesses for protection from the frequent threats Port Atlantica can face. However the Black Sword Group are often seen as just as bad as the city's criminal element, feared and distrusted by the innocent and criminal alike, and even have a strong rivalry with the P.A.P.D. and A.S.R.U. Nine Rings Gangs

The Nine Rings entertainment district holds the largest non-human population in Atlantica. Various groups are always seeking to find their place in the Nine Rings, but largely it is held by the Arisen.  
The Arisen.
A gang run by demons straight out of hell, but rather than serving the lords of Hell, they are trying to get away from the politics of their old home. That doesn't mean they won't still spread a little sin to keep things welcoming for their own kind, running most of the entertainment in the Nine Rings, but last thing they want is to draw attention to themselves and get banished back. The Arisen are led by the succubus; Enamor. (NPC Faction. Leadersip played by: Red Dragon)  
 

Northern Heights Gangs

Given the heavy police presence in the wealthy Northern Heights district, violent crimes are rare. But the wealthy and elite can attract trouble, or worse, be prone to growing bored with their lives and seek out instead.  
The Innovation Club
The not so secret club of Atlantica's gifted, wealthy, and criminal minded. Bored rich kids in search of some excitement, at the detriment of their fellow citizens and Atlantica's heroes. That is when they're not trying more mundane money making schemes. (NPC Faction)  
 

West Pierside Gangs

Aside from sea-monster encounters, West Pierside is a relatively calm place and hub of tourism... during the day. At night the district changes if you step out of the light.  
The Fetid
Mutant fish-people that live in the sewers and only come out at night. They avoid the public places of the district and large groups, but aren't afraid to prey on those who are alone and venture too far off from busy streets. (NPC Faction)  
 

East Pierside Gangs

Though not as crime-prone as Southside, close proximity to the district still can make it a dangerous place at times, and lot of Atlantica's illegal smuggling operations go through here.  
The Scar
A martial-arts focussed gang that seeks challenge at every opportunity, made up of those who want to grow strong through conflict and see Port Atlantica as the perfect place to search out opponents. (NPC Faction)  
The Scions of Eight
The children and grandchildren of the ancient dragon, Yamata no Orochi. Assassins, thieves, and treasure hunters. The scions care little for fighting over territory with common gangs, and instead wait to act as Orochi's agents in Atlantica whatever his goals may be. (Faction played by: Red Dragon)  
 

City Outskirts

Crime in the outskirtsis more likely to take the form of bandits rather than modern gangs, though the lack of travel between the city and anywhere else means these groups usually don't last long.  
The Dread Throng
The skeletal undead minions of a bumbling evil sorcerer and his malignant magic staff. He seeks to raise an army of the undead but a lack of warrior graves makes that a slow process and his forces mostly harass the locals to try and establish the outskirts as his own. (NPC Faction)
