Eparch

  The title of Eparch is granted to individuals that lead municipalities within Ione and has technically existed since the original founding of Fortuna in 251 though the name was not officially adopted until the creation of the provincial division in 1041 when the title was officially listed under Exarch within the Ionean religious/political structure. During the adoption of this rank, it was also given more explicit power over their respective towns and cities that was simply assumed prior.   Eparchs generally rule out of the town or city they govern, though there are some cases where Eparchs may provide direction and guidance to thier municipalities from the provincial or national capital for extended periods of time, such as during times of crisis or war.

Qualifications

All holders of Ionean government positions or roles within the Order of Fortunism are required to pass the Trials of the Fortunate before assuming any official positions.

Requirements

An Eparch must possess a Mark of Fortune to hold any level of office within the Ionean government as the Mark of Fortune is required to take place in the Trials of the Fortunate.

Appointment

Once the baseline rank of Acolyte is attained from successfully passing the Trials, ascending up the ranks can only be done through Cionecic's Divine Selection. As a result the age and background when taking the role of Alarch varies wildly.

Duties

Each Eparch is responsible for the management of their respective city, the well being of their citizens ensuring that enough food is being brought in to have them fed and that enough jobs exists to provide work for them.

Responsibilities

There are additional duties that come with the specific role of the assigned city, such as the management of the festivities around the Trials of the Fortunate being assigned to the Eparch of Absolus or the trade policy management out of the city of Ornamen. Smaller towns such as Greycross or Vane have less responsibilities given their smaller population and lesser importance, though the Eparchs of these towns are still consulted in provincial and national decisions that may impact them.

Grounds for Removal/Dismissal

The Eparch cannot be removed from their position once appointed. A new Eparch is only appointed after the previously Eparch has passed away or stepped down from their position. Eparchs that have passed before natural causes have taken them are thought to have been removed by Cionecic.

History

When Fortuna was originally founded, one of those that had been marked by the forest was chosen to lead the settlement moving forward, and while this was technically the first Eparch, the name was not adopted until much later. The official name during this time is unknown, but was likely "The Marked" or "The Blessed."   Shortly after the founding of Fortuna, a number of other settlements such as Vane and Absolus were also founded each with a respective leader that formed a decentralized council of leaders that made decision fairly indpendent of one another. This government structure continued until the founding of Ione in 375 under the first Alarch, Haeferic Voss, after which these leaders then began to report to the Alarch, until the formation of the provinces in 1041 which had Eparchs report to Exarchs, who would lead the provinces.
