Vinter is one of the sixteen
Hexabeyance, artifacts created by
Bhaskar Distan'Vwaje to help restore Bahamut in case Tiamat ever succeeded in killing her brother.

Prevailing Equinoxes quadrant of Hexabeyances.
Seed of Winter
Also known as the Seed of Winter, this artifact was used by
Chillreaver | White Dragon to attack the island nation of
Nefelus in the
Scales of War. Chillreaver piloted her iceberg fortress "Icehome" to the tropical region and blockaded the Nefelese navy by freezing their ports.
Chillreaver was killed by the
Heroes of Brindol who took the Seed of Winter to help the Coalition against the githyanki invaders. The Heroes intented to use the Seed of Winter to remove the corrupted
Seed of Spring from the Tree of Life in the Elsir Vale. Unfortunately, they never got the chance.
The Coalition, led by
Amyria, requested that the Heroes take the Seed of Winter to the
Feydark to treat with
Cachlain. There they met their demise.

Wondrous Item, artifact (requires attunement)
When attuned, this magical implement:
Gives +2 to attack and damage rolls of arcane spells.
Does +2d6 cold damage on a critical hit or +2d10 cold damage to a creature with the fire keyword.
Grants ice walk.
Gives +2 item bonus to Endurance checks and Intimidate checks.
Enemies take a -2 penalty to saving throws against your powers that have the charm or fear keywords.
Grants ability to cast Ray of Frost cantrip.
Grants ability to cast Ice Storm spell once per encounter.
