The High Council
The Solaris High Council is comprised of 10 members; 4 from noble houses and 6 elected as part of the Grand Tournament . The council is led by the Archmage, currently Eladore Lunar . The 10 High Council members can be found at the bottom of this article. Together, the Archmage and the council make decisions about all aspects of the city through regular voting. The Archmage has veto power over any council decision, but ignoring the council's recommendation is often enough to trigger another election, risking the Archmage seat. In order to become Archmage (or council member), the sitting council of 10 must first call for an election with at least 70% of the vote being in favor (7 out of 10 seats). Once an election is called, the current council is completely dismissed. Four council seats are automatically assigned to whatever noble currently sit in the top 4 of the Nobility Board. The remaining six council members are powerful mages that place top 6 in the Grand Tournament . They go on to become the The Mageguard and are tasked with protecting the city and the Archmage. Once a council of 10 has been determined, the new council and the sitting Archmage run off in an election. The next Archmage is elected via popular vote, using similar technology to the Nobility Board.Council Chamber
The council chamber is located at the very top of the Eldalonde and is a large, circular room with high, arched ceilings and walls adorned with intricate carvings and tapestries. The chamber is brightly lit by the colorful light that shines through the stained glass windows, which depict scenes from elven history and mythology. At the center of the chamber is a long, curved table, where the members of the council sit. The table is made of gleaming wood, inlaid with intricate patterns and precious stones. The chamber is filled with a hushed atmosphere of reverence and solemnity, as the members of the council gather to discuss important matters of state and magic. The elves are (usually) regal and dignified, and they speak in hushed tones as they debate the issues at hand. The chamber is surrounded by balconies and galleries, where observers and members of the public can watch the proceedings of the council. The galleries are filled with elves and other magical creatures, who are eager to see and hear the decisions of the council.
