  The Otter’s Eyes know that the elves are sabotage but haven’t revealed them because it's good for business. They keep spies in the camp to track shipments and movements to count the elves.
The Otters are on their own and actively hunted by the elves in the village.   The Meul Yb are actively trying to stop the Otters from undermining their operation and have escalated several times but the Otters aren’t responding.
The Meul Yb are supported by the elven village with donations, food, and information.

    Relationships

    Cross of Frodwald

    They destroyed Cross of Frodwald to keep the humans from encroaching but, obviously, it didn't work.

    Ilfinwachi

    Ilfinwachi works as a trading post for the elves. They'll also send elvish warriors there. On the face it, it is a way for the elves to pay tribue to the count of Wollsch but the elves only agreed to it because 1) it's a great way to learn about the enemy and 2) a great way to sabotage things.

    Livon's Otters

    Livon's Otters know what the elves are up to but nobody likes them so they supply Stionhays on the DL. They're having a shadow war.

    Prensuchdt

    The camp serves as stopping point for ferries and traders from Prensuchdt. There is a small human population there because of it's a way to avoid taxes to Wollsch but, really, it's a way for the elves to steal knowledge from the humans and sabotage them. This is because it's kind of the gate to the northwest hinterlands.

    Stionhays

    They serve as a stopping point for supplies going to Stionhays which they weaken and corrupt in various ways before sending it on.

    Sympfilfin

    They're in competition with the Sympfilfin to determine who can create the best sabotaurs and swimmers. The Birgliyti attempt direct destruction.  

    Questions

    Why Here?

    Nominally, it is near the site of a sacred tree but it’s actually because there is a good well and it’s fairly near Ilfinwachi to keep an eye on it.

    What Does the Village Provide?

    Soldiers for Ilfinwachi and a place to stay when traveling between Ilfinwachi and Stionhays

    What Does It Lack?

    Raw materials   The elves don’t build large infrastructure in their camps due to the limited to none vestment of its people. The camp may be stationary but the inhabitants migrate often so very little it put into that kind of work (there are few permanent buildings and no paved roads)   Trading and buying. The soldiers will buy the needed materials and then send them back to the camp.

    What Threatens It?

    They’re courting danger with their conspiracy to corrupt the materials passing through their camp. They’re also courting danger by sabotaging Ilfinwachi.
    If their involvement in those two things are discovered, it could lead to them being wiped out

    How does it Protect Itself?

    They’re very cautious in who they trust and reveal their plan to: basically only a handful of elves are aware of the extent of their operations, even though most elves in the camp are aware that something is going on.   Total paranoia by the leadership to the point that they’re sequestered and “hidden”. Officially, the camp has no leaders - that’s what they’ll tell everyone who asks.
