A favorite of Emperor Sheev Palpatine, Wilhuff Tarkin is the face and might of the Imperial efforts to subjugate the Outer Rim. Tarkin personally oversaw the occupation of Mon Cala and the atrocities at Antar 4. He subscribes to the Doctrine of Fear, and has recently been promoted to the enormously powerful position of Grand Moff of the entire Outer Rim Territories, charged with quelling rebellion, massacring dissidents, and seizing independent systems who ‘have violated their expected loyalty’ to the Galactic Empire, whatever that means.
