Candor is a vast settlement, that embodies characteristics of Light Magic, and elegant (but dense) ornate architecture. Castle Candor is at its center, the seat of the Empyrean Empire. Candor serves as the capitol of Euphoria, and profits greatly from its agriculture.
Wealthy landowners established major structures upon very high mountains. These structures are built at cloud level, giving the effect (from the side anyway) that one is walking on clouds. These structures routinely extend skybridges to direct foot traffic to smaller, secondary clouds.
Secondary clouds are able to support structures and foot traffic through Light magic, which is powered by belief. The act of not believing that it will function, will cause a disruption, causing you to fall suddenly through the clouds. Even doubting will cause a warning flicker.
Traveling, free-floating clouds are able to support light foot traffic and minor structures at a range of speeds. These can range from one-seater vehicles, to recreational vehicles, to food carts, to cloud cruisers. These consume belief at differing efficiencies, so a battery is essential. If one does not have sufficient belief to ensure their structure stays aloft, one can have it charged up by professional believers at many hubs. (It's like JiffyLube for houseboats, with monks.) The size and elegance of each cloud and apparent weight of the structure, are used to signal extreme wealth and (apparent) belief.
Supported structures also serve as sky docks. The guild that runs these docks is known to charge exorbitant fees to dock travelers' clouds. These fees scale up by size, weather severity, time of day, proximity to major structures, membership in certain organizations, and the number of remaining spots.
Candor is the residence of Lotria's most virtuous residents, including the High Elves and the Order of the Passive Aggression.
