Why do the slums have an affiliation? Well Envy likes operating from the bottom. The slums are mafia controlled and heavy on lawful and unlawful criminal activity. It rose to power through exploiting the weaknesses and blackmailing the other nobles. This massive poverty stricken district encompasses the poorer neighborhoods of Dis. Not much is accomplished here apart from criminal activity leaching off the success of others.
