Garden Quarter
If the posh inhabitants of the High Quarter represent the influence of Greyhawk’s oldest wealth, the folk of the Garden Quarter are the city’s future. Their mansions aren’t quite as ornate, their estates not quite as large, their statuary not quite as self-aggrandizing, but they make up a vibrant part of the city’s social tapestry. Ennobled heroes, made-good prospectors, acclaimed artists and artisans, and retired adventurers combine to form a community open to new and challenging ideas, in part because many of them had to work for what they have made. Despite this subtle distinction, the folk of the Garden Quarter still fall firmly into the upper class, and just because they are willing to entertain the concept of respect for their social inferiors doesn’t mean they necessarily subscribe to it themselves.
The district sprawls across a wide swath from wall to wall of the High Quarter, a collection of beautiful estates, placid ponds, manicured gardens, topiary displays, and private green spaces. By far the most fragrant of Greyhawk’s neighborhoods, the Garden Quarter is a favored site for romantic strolls. Although visitors from south of the Nobles’ Gate are tolerated, the City Watch and a host of private security teams keep a close eye on strangers. On a pleasant spring day the fragrance of lilac is carried by each passing breeze, while in summer a stroller can sample the dewy aroma of the lilies, and so on.

Government
Many of the rich and powerful families of Greyhawk, both the city and the domain, call the Garden Quarter home. That and the presence of two powerful archmages, Otto a well-known member of the Circle of Eight and the enigmatic Philidor, the Blue Wizard, makes the Garden quarter one of the safer quarters of the city.
Two of the high priests in the district are members of the Directing Oligarchy, Stakaster Villaine, High Priest of Zilchus and Eritai Kaaa-Ipzirel, high priest of St. Cuthbert.
Defences
Many of the noble families keep a number of guards at their beck and call. In addition, the city watch and the Nightwatchmen patrol the Garden quarter vigilantly.
Industry & Trade
Main Industries
The Garden Quarter boasts the most temples and shrines of any quarter in Greyhawk. High price inns, taverns, and gambling halls, as well as the opera house and royal theater make this quarter the destination for movers and shakers, both established and upcoming. The main industry of the Garden Quarter would likely be called influence. The High Market is not as large as the Petit Market of the Artisan's Quarter, but the merchandise sold here is much more high-scale, and expensive.Guilds and Factions
