Ravenbarrow

The inhabitants of Ravenbarrow have an uneasy truce with the Lawkeepers, brokered by their Alder, Wanderer. As long Ravenbarrow's population of scoundrels and thieves avoids causing too much trouble in the rest of The City Sidere, the Guard rarely enters the district's confines, allowing its residents to prey more freely on each other.
  Naturally, Ravenbarrow is not very safe place to live; few people reside there who have other options, and its citizens are mostly Echoes. If a Wire becomes desperate enough to take up residence in Ravenbarrow, it may be time for them to simply leave The Hollow. However, Ravenbarrow does see a fair number of visitors from other districts venturing courageously into its dark alleys and winding streets to sample its illicit services.
  Crime is different in the Hollow from Outside, due to differences in the way that people can interact with each other. Murder is impossible, assault difficult, and many items purchased in the Hollow have built-in anti-theft protections, such as the ability to teleport back to their owners if lost or stolen. The main criminal trade in the Hollow is in secrets, with a lucrative trade in espionage and blackmail at the center of Ravenbarrow's economic activity (see: The Whisperweb). Kidnapping an Echo is also possible, though it can be difficult. Above all, crime in the Hollow must deal with the fact that the very world around them is watching; Frip may secretly intervene should anything too egregious happen. This means that Wires can be valuable members of Ravenbarrow's gangs, sought-after for their ability to convey messages and take action Outside, beyond the reach of any Hollow law enforcement.
