Akkon is a semi-absolute judicial monarchy, whose sovereign is known as King and High Judge. The current realm was formed from several judge-kingdoms in the Mosehyrian region, a structure that is still in place with (mostly) the same aristocracy in charge, though they are styled 'Judge-Heralds' after a decree by Akkon the Builder in 1004. There exists a
Union Synod which serves as the common body for all Judges of the Realm, and which meets annually to discuss major policy issues.
The King and High Judge derives their royal authority from divine right and their legal authority from the Union Synod. Typically, the Synod does not contest new sovereigns, who succeed on a basis of ultimogeniture, meaning that the youngest of the previous monarch's children inherits. A crowned King and High Judge is titled
Inheritor of the Mantle of the Builder, Defender of the Sun and the Lands Underneath, Sovereign Judge of Akkon and Suzerain Lord of Kartia in addition to their many personal holdings. The Exalted Karapan of Easivra is responsible for transferring the Dawn Eagle's temporal guidance and approval to new Kings.
As a legalistic polity, Akkon has an advanced judicial system with codified laws, the highest being the Code of Hadnaki. The executive authorities in cities and villages always serve as judges and arbitrators and are expected to to know law and precedent by heart. Whilst Judges are technically appointed, the regional aristocracy of Akkon is highly entrenched and maintain effective, and selective, control of these appointments. The Advocate-Kingdom's political structure is one of both direct and indirect rule; the
crownland of Akkon includes the traditional centres of power in the realm, including
- Akk-Ur, the seat of royal power and location of the Morrowfall artifact,
- H'aazt-Ur, the main seat of the Karapanate, including the Ancestral Estate of the Fellowship of the Symbol,
- Usad, a major commercial hub home to Mak Shun, the largest agricultural base in Kartia,
- Arqar, a significant industrial region with expansive ore extraction operations, and
- Erish, which hosts the Fields of Hyron, the Noble Alliance Army's training grounds and general headquarters.
The crownland is surrounded by the
heartlands, which are delegated most judicial and administrative functions by royal assent. The heartlands constitute the majority of Akkon's population and territorial area. The western peripheries of the kingdom, the
marchlands (also known as the
akkoviates), in addition to possessing the aforementioned delegated functions, also maintain full control of their
Akk-Bandas and
Nu-Bandas, the basic formations in the Noble Alliance Army. The marchlands exist mainly to exercise effective control over the Helvatian tribes, and their soldiers are the main force responsible for collecting the
Exaction (called the Blood-Gold Plunder by the tribes), the royal tribute imposed by Akkon the Builder.
