The Queen's Own Anti-Revolutionary Company was the premier special operations unit of the Commonwealth for ten years between 2970 and 2980. Founded and run by the MoD, its name was granted by the then Queen, Victoria, because of the need for an unit that monitors and disrupts rebellions within the Commonwealth.
In its short history, the QOARC was involved in activities against at least 15 rebellions, insurrection and revolts across the Commonwealth, before being shut down in favour of an army raised by the Ministry of Governmental Excellence because of the political infighting at Westminster.
In 2981, her officers and enlisted personnel were returned to unit or sent to the Solent colonies and Alastair Macgregor's new project.

Approx 250 officers and enlisted MOD personnel spread across 10 sections.
Approx 300 non-MOD personnel including MOGE officers, MI5/6 personnel and civil servants.

However, on operations mostly in civilian clothing or clothing appropriate to their cover story, such as Medical relief.

Tactics
2-10 personnel teams, placed behind enemy lines, assassinating rebel leaders and disrupting rebel supplies and supplying intelligence through MI5 operators and MoGE officers. These teams include snipers, EOD specialists, medics and RE officers, teams are grouped together in sections. Generally, sections are lead by a Major, with a Captain and 2 Lieutenants, and are found as one per supersector, with the ability to use personnel from other sections, often all of them.
This allows for large tactical flexibility, with a normal team selection of 4 sniper teams, spotter and sniper, under the control of a control team of 4 army personnel, 1 Naval officer/ Airforce officer as well as MI5 liaison. These will be spread across the colony in revolt, with one section able to operate in one sector at a time, often with only one sniper team per planet or even colony. In the American Revolt, 13 sectors were in rebellion, required spreading these out to multiple sectors at once, leading to a command and control nightmare, although, this was helped by their cover story of medical support and aid.
A major part of the work of the QOARC was to start the reconstruction of the sector in rebellion. This was 7th sections role and was the most flexible of the
Training
Initial selection and training taking place on the Europa training grounds, the sections have low level rotation through them, as officers swap learning new skills and cultures as they move, allowing for dissemination of skills through the company.
Everybody has to learn at least one other human language, requiring a trip to university, as well as concealment, disguises, espionage and intelligence gathering. The SIS runs a course every 6 months or so for those skills that every frontline soldier has to attend at least once a year.
Most frontline soldiers have to meet the minimum accuracy standards.

The officers and enlisted troops of the QOARC comes from troops that undergo selection. They could be from any MoD unit.
History
After Alastair Macgregor's interesting 6 months in the Indian mutiny, the MoD decided that to prevent the suck of manpower and cash that fighting rebellions conventionally had lead to they would setup a specialised unit, run by Lieutenant Colonel Macgregor.
The initial brief was for many four or eight man teams, collected into companies of 10 team's whose HQs were on the major planets of the 6 supersectors. This ideal was never quite reached in the ten years of operation, partly due to operational secrecy preventing recruitment, but also due to general operational losses, which at certain times were 150% of a section's strength.
Battle Honours include: The American Rebellion, The Troubles, Scotland and Kenya.
The change in federal government in 2978 lead to the disbanding of the Company, in favour of an MoGE run army.
