Varendicci

The city-state of Varendicci in Imirus lying on the Opristan Peninsula. It is one of the many independent territories that exist on the Opristan Peninsula, and compete for territory, although Varendicci is content to defend its borders from expansion by its neighbors. Varendicci lays claim to being the oldest city state on Valine under the same continuous rule. It was founded by a small tribe of Loxodon a century after the elephantine species was created by Camue the Jester as a settlement devoted to the growing temple to the God of Mischief and became a haven for Camue worshippers, whereupon a Republic was set up to ensure fair representation of the growing number of species calling Varendicci home. Varendicci has remained a small city-state over centuries under the same constitution, which strictly limits the number of any species allowed within its borders and thus ensures that its population never grows above its current number of 10,000 souls. Varendicci also maintains a strict policy of neutrality in international affairs, staying out of any conflicts that are not direct actions of aggression against them.

Demographics

250 individuals of each of the recognized "civilized" species, with the exception of the AOG, Lukquito and Zukdin make up the population of Varendicci, with the reaons behind the AOG and Zukdin limits being supposed to be due to their small numbers on Valine as a whole and the Lukquito's rather isolationist tendencies accounting for their complete absence. Twenty AOG's and five Zukdin do make their home in Varendicci. Along with the AOG and Zukdin, the remaining 225 individuals that make up the population are of mixed species.

Government

The Serenate consists of thirty-nine senators that meet weekly to discuss matters of governance and decide cases of justice. Each member of The Serenate represents one of the thirty-nine species represented by a full contingent of their species (numbering 250 members of the species). If the contingent of a species drops below that number for any reason, the Senator is permitted to participate in The Serenate but does not have a vote until the full number of their species is restored and recorded. The exceptions to this among residents of Varendicci are the AOG, Zukdin, and mixed-species citizens, and they are accorded all rights of citizenship except for representation in The Serenate. Without direct representation for their species, they are permitted to petition any Senator to represent their interest, but no Senator is obligated to do so as they are with their own kind. It has been agreed that the AOG will be assigned a Senator and given full representation when their number within Varendicci reaches 250, however such an event can only occur at the expense of the mixed species who can be stripped of their citizenship and asked to leave Varendiccii order to admit new AOG, a ruling that is causing some tensions within the city-state among the AOG and mixed-species populations. Tied votes in The Serenate are broken by the Senator Primus, a position held in rotation by each Senator for a period of two weeks.

Defences

Fifty members of each represented species and all members of a species not directly represented by a Senator are obligated to serve as the nation's defense force on a part-time basis. They defend the city from acts of aggression as well as serving as a de facto law enforcement for Varendicci.

History

In the Year of Wild Magic (1000), Varendicci was thrown into chaos when a burst of wild magic centered on the city altered the physical form of one in six Varendionians who developed gills and began to suffocate. Nearly half of them died before realizing what was going on. The rest were able to reach the river, where they have had to reside ever since. In the months since, the city has reorganized, moving the meeting location of The Serenate to the river so that those affected are able to view proceeding and those Senators who were altered can continue to participate in government. The city has repopulated according to the laws of the Varendicci and currently a hotly debated topic in The Serenate is whether the surviving metamorphosed population, some 867 individuals, should be reclassified as a separate species and subject to the limitations on population that the other species are, or whether they should continue to be considered part of their original species group. If they were to be reclassified, it would mean the expulsion of well over 600 people who are now aquatic. The possible logistics of the population movement alone has stalled any potential legislation on the issue, and those opposed to the recent AOG ruling have also redoubled their efforts against what they view as further dilution of the city's organization and traditions.
