Helsporan
Although conventionally refered to as a single city, in deference to the long established patterns of government on the World of the Long Sleep, Helsporan is really more like a nation consisting of several large, well separated settlements built on a substantial archipelago far to the east of the old foundation city of Modyran.
Helsporan is the captial region of Earth in our current age, to which it also lends its name. The Pax Helsporan began in 2940 AF when Helsporan imposed military order over the squabbling that had characterised the period known as the Role Disputes, and the Earth has enjoyed a high degree of peace and security ever since.
History
In 2498 during the Golden Age of Anoomenon, the Grey Kings established an experimental station at the Spike in Helsporan to investigate the possibility of building a second space elevator which would offer a new route into space. The valuable but expensive option of Sonnring (which they controlled) and the cheaper but less flexible route offered by the Modyran space elevator (which they did not) were felt to be limiting the ambitions of Anoomenon in the long term. A second space elevator under their direct control would solve a lot of problems.
Between 2512 and 2517 AF the region received a considerable influx of refugees from the dying city of Freewater and by 2523 AF it had grown sufficiently to be granted a city charter.
Progress on the construction of the elevator was slow. Where Modyran had inherited infrastructure from before the Great Forgetting, Helsporan was attempting to build something entirely new with an independent manufactoring base.
By the time the project came to a successful conclusion in 2851 AF during the Role Disputes, the time of the Grey Kings was over and the glory of Anoonemon was only a distant memory. Still, the final completion of the space elevator was almost the only notable success which humanity felt it had achieved during the otherwise depressing years of the Role Disputes and it provided a much needed morale boost everywhere on Earth (except possibly for the leaders of Modyran, who now had a direct competitor).
As the age of the Role Disputes drew to a close, Helsporan began to exert more authority outside its own city limits and when it stepped in to intervene and quash a dispute between the cities of Kingcardine and Monrith it assumed effective control of Earth with the decree of The Pax Helsporan in 2940 AF.
Since 2940 AF, the state rulers have managed a declining planet with some adroitness. They granted a charter to Tree'skivo in 2973 AF, in recognition of its importance as a sink for the retreating populations that had abandoned the more northerly cities of Ulkvass and Keldramys.
When the space elevator at Modyran collapsed in 3092 AF, they had more or less total control over access to space, although some limited independent services still run from Sonnring.
Geography
At the centre of the archipelago is the Spike, the site of the great space elevator on an island mountain that lies directly on the equator. This island is enclosed within an outer ring of land, circling the Sporan Sea and cut by two channels allowing access to the ocean. The design of the Spike owes much to the earlier model of Modyran since both cities share the primary function of hosting a space elevator.
The main ring is split into West Ring and East Ring by the two routes to the ocean and is home to most of the important settlements. Beyond the rings, are some outlying islands which serve as agricultural land and military bases for the robotic forces that enforce the Pax Helsporan.
