Leon Beaumont
A well dressed and well mannered man in his sixties with a French accent who is very well respected and is considered the leader of The Merchants Guild. Leon is an honest man and believes in equivalent exchange as a principle. The laws of Norbury reflect this philosophy. He first introduced the concept of trade laws and trade tax to the City. Later, Steven de Bolbec revolutionized this concept with the introduction of the magical permit system (see Norbury). Leon has made his fortune with persistent hard work over a long career, a keen mind and plenty of luck. Leon owns a tremendous amount of land on the outskirt of Norbury, notably all Norbury Farmland belongs to him.
As a leader, Leon has done decently well, but has received a fair share of criticism. As the one who's been put in charge, Leon also faces the brunt of the backlash for decisions made by all 5 leaders of the Merchants Guild. Notably, Guillermo is also known to purposefully oppose Leon in votes, effectively negating his voting power. In the meantime, The Merchant and Madame Dubois have always been more interested in business than leadership. This dynamic left Steven in charge of the City for many years in a way.
However, after Guillermo's death and Steven's sudden disappearance, Leon was once again an important figure in Norbury. He took reigns of the city, calling himself the Executive Merchant and listening to the people's number one request; opening an Adventurer's Guild to help the Norbury cope with the increased monster presence (Beaumont's Adventuring Guild).
However, new criticism has already taken over his recent positive press. Just as the monster problem was seemingly "solved", a drug epidemic has swept the City.
