Outer City District

The Outer City District is the portion of the City of Thorahl that is outside of the Citadel and under the open sky. It is all of the settlements outside the City Walls within roughly 6 miles of the Citadel itself.  The Outer City District does not include the Northgate District, however, as this is administered seperately.  The District has the largest population of Halflings in the City, with more than 1,000 of them living and working the many farms and herd operations scattered around the valley.   The furthest portions of the Outer District consist of several villages and small towns, the furthest being just more than 6 miles south and east of the Gates. Roughly 30 square miles in area, it is primarily made up of agricultural and industrial operations purely intended to maintain the daily operations of the City. Dairy farms, poultry farms, fish ponds, tanneries, charcoal pits, smithies and foundries, pig farms and goat herds.  The two largest settlements included in the District are Torstal and Anlyn, both with populations of less than 900 souls.   Moving closer to the City walls, one finds more residential and commercial operations. Inns, tenements, block houses and estates increase in number and frequency as one follows the roads leading to the gates. At the walls themselves, one finds an empty expanse of fields stretching out nearly a mile from the high, thick walls and only a single paved road leading to the huge gatehouse. This area of fields and grass serve to allow some grazers a place to be penned prior to entry into the city, put is primarily to ensure that no attacker has a place to hide or seek cover in the event of an assault on the walls.   The Outer Walls are 40' high with 50' square towers spaced every 100'. The walls are 30' thick at the base, with a pronounced slope at the very base of the outside face, to fascilitate the launching of round stones dropped from the top of the walls out and towards the enemy. The Gatehouse is a double tower with an opening of 24' and three double gates protected by portcullis that are dropped down inside the closed gates. These Outer Walls and Gatehouse define and protect the Outer Ward.   The Outer Ward consistes of three distinct areas: the Foreign Quarter, the Gnome Quarter and the Fair Lawn.  The Gnome Quarter has a population of 900 Gnomes and many of their specialty shops and businesses.  The Foreign Quarter has a population of 1,000 souls, almost entirely Human.  41 Halflings live and work in the Quarter, all of them associated with one of the three large inns located there.

Purpose / Function

The Outer City is the administrative division of the City government that manages and protects the residents of Thorahl that live outside of the Citadel.  The chief administrator of the District is the Bailiff, Balor Blackbeard.

Sensory & Appearance

Primarily made up of small towns and villages all clustered within a six-mile area of the City Gates, this is the agricultural and pastoral heart of the City of Thorahl.  The towns and villages are mainly constructed of stone with cobbled streets and clean, fresh springs and wells.  Gardens are plentiful and bountiful.

Denizens

The two largest settlements are Torstal and Anlyn, both with 900 souls (mostly Halflings).  Another 1,900 Dwarves and Humans live scattered through the rest of the 30 square miles of the District.

Defenses

Patrolled and defended by a Company of Legionaries and a Company of Scouts.  Residents of the District are all encouraged to be armed and ready to defend themselves when not in their homes.

Tourism

There are several fine inns located on the main road leading through the District to the City itself.  These inns cater to all races and provide fine food, clean rooms, stables and amenities to all.  Roads are as safe as any in the Kingdom of Aria and crime is nearly unheard of.  Danger is present, however, since the Gorgomoth Mountains are still a wild and untamed range of rugged mountains.
