Executives
The Executives are the ruling family of New Vegas, controlling the High Tower of the Desert Diamond, the Lucky 38 Casino, as well as keeping the rest of the families in line, as well as patrolling the entrances of the city as well. Headed by the Courier, and founded in 2282 in order to maintain control over the Vegas Strip and monitor the families, especially the Omertas, who very nearly sided Caesar's Legion during the Mojave Campaign in 2281. The Executives were created out of various wastelanders and former NCR troopers and accountants. These men became the enforcers and lieutenants of the family, and many women became informants throughout the various casinos on the strip, or workers within the newly reopened Lucky 38 Casino.
The Executives also act as a secondary police force on the Strip as well, they enforce the few rules that exist inside the walls of Vegas, breaking the rules usually results in one's body ending up in the desert outside the walls.
Structure
The executives are run by the courier, who is also the overlord of Vegas. Directly under the Courier is his advisor, someone the family only refers to as "the Man", beneath him are the lieutenants, the men who control certain aspects of Vegas directly, like the controller of the Casino of the 38. Equal to these lieutenants is the "Madame", the woman who controls the spies and women of the night of Vegas. Beneath the lieutenants are the enforcers, soldiers and workers of the family, the "Made Men" of the Executives, who handle, jobs, executions, and other dirty work.
