Rovina (row-VEE-nah)
Rovina is the largest town in the northern region of the Gromalion Consortium. Rovina specializes in resourses and commodities based in the woods covering the north.
Demographics
Rovina is a city of about 10,000 permanent inhabitants. Most races of the peninsula are well represented:
- Humans - 75%
- Dwarves - 6% - Mostly mountain dwarves
- Elves - 3% - Mostly wood elves
- Halflings - 1%
- Half Elves - 2%
- Gnomes - 2% - Mostly hill gnomes
- Half Orcs - 8%
- Half-Ogres - 2%
- Other Races - 1%
Government
Locally, Rovina is governed by the Lord Forman and 6 Town Stewards. Matters are handled by a vote of the stewards with the Lord Forman only voting to break a tie if necessary, or to exercise veto authority over any vote if desired, The Lord Forman's veto can be overridden by a unanimous vote of the 6 stewards.
The Lord Forman is appointed by the Cardinal Cabal of the Gromalion Consortium until removed by the same and the 6 stewards are elected to a 3 year term by permanent residents of Rovina. Two seats are up for election every year.
There are no term limits for the positions held by the stewards.

Defences
Rovina has the largest standing army in all of the Gromalion Consortium. They are responsible for protecting consortium interests in the north. Barbarian Raiders from Zowonidad, Nomadic radiers and looters from the desert lands to the west, and the undead that slip out of Grommodal are constant threats.
Some units are general purpose light and heavy infantry, but there are several special purpose units. Especially those that deal with threats coming out of Grommodal.

Infrastructure
Like much of The Gromalion Consortium, Rovina is a very modern town compared to the remainder of the peninsula. One of the shining stars of Rovina is the availability of running water to most of the town's permanent structurs. Steam powered pumps draw water up into the town's water works and it is distributed throughout the city.
There is a generous use of the water as a power source for milling machinery. Much of this secondary power is used in the grears and grindstones of the town's many gunpowder production facilities.

Districts
Fort Uptown - Garrison Quarter
Like most towns located near more hostile and agressive neighbors there is a Garrison Quarter. In Rovina, this the the northern segments of town. Members of the town guard live and work in this area.The Citadel - The Keep District
Rovina has a well fortified citadel for use during the occasional raid from the Zowonidad to the north Vebanitash to the west.Teernik Gardens - Religious Quarter
The religious quarter is dominated by religious institutions, including temples, churches, monasteries, and convents. It is the spiritual center and place of worship and pilgrimage for Rovina. It is well worth noting that religious/holy magic is the only magic tolerated by the barbarians of Zowonidad to the north, and then only barely.Azimuth Park - The Market District
Azimuth Park is the commercial hub of Rovina, where various merchants and traders set up stalls and shops to sell their goods. Located near the central square in town, it also doubles as a large park on religious holidays and festivals.Culned Hill - The Merchant Quarter
Home to wealthier merchants and traders who were involved in long-distance trade. The district features large well constructed homes and small villas that terrace the tallest hill in town. It is interesting to note that Culned Hill is well outside The Citadel and serves no tactical advantage to an attack on the citadel and keep, except for possibly attacks by seige engines.Culned hill is where many important trade deals and diplomatically important negotiations take place.
