The High Clergy of Horizon

Horizon's Temple District houses twelve temples, each one dedicated to a member of the Seldarine, and each temple houses a single High Priest of Priestess who oversees the running of the particular sect of the clergy. There are numerous Priests and Priestesses whom will work under them to ensure the efficient wellbeing of the temples, the District and the people of the city.
The High Clergy of Horizon have a great deal of political power within the city, and additionally across the entire Empire, with each city boasting a similarly sized and skilled group of Seldarine worshipers who undertake the task of running the city.
While there are no Magisters within Horizon, the High Clergy still maintain a say in when a new Magister requires election.
