Unified Arkan Council UAC

A star nation of the Hyperion Federation. 
The Unified Arkan Council is the star nation representing the Harkas species. Although they are a type III civilization on paper, single handedly, the inefficient nature of biological organisms means that they are not actually so powerful that they make up 12% of the entire strength of the Hyperion Federation. Still, the Arkan galaxy is still extremely defendable, as the majority of that potential is used in various non-sentient bioships that arent civilized. These will immediately turn on any invaders, making the Arkan galaxy extermely well defended.
The Council was formed after the HF arrival in Arkan. Both sides made a lot of investigations into the other, and have both determined a lot about each other. Eventually, the HF invited their species into the federation, but as they had no concept of nations at the time (other than the HF existing), they never had one. The HF formed the UAC for them, with the approval of the Harkas, and made them a part of the HF. In exchange for a prescence in other galaxies, they make up a powerful force of the HF. Much of the UAC is run mostly democratically, but some states have formed relatively different government types. They have had relatively little internal confllict though, due to the harkas' weak hivemind resulting in them being repulsed from killing other harkas.
Many other factions are very interested in studying the harkas, but few have been taken prisoner. The Cypher Dominion and HEX Mainframe have most of the harkas prisoners as they are located very close.
