Underground Kingdom
Azadmere is the underground Dwarven nation found in eastern Harn, in the Sorkin Mountains. The kingdom was founded more than 7,000 years ago. Few dwarves leave Azadmere, but a few adventurous or outlawed dwarves may be found throughout Harn. Few non-dwarves enter the underground kingdom of the distrustful dwarves.Communities:

Halflings
The Halflings of Azadmere are an exception for the xenophobic dwarves. Halfling farm communities produce food and animal products. They pay a portion of these products to the dwarves in the form of taxes. The dwarves in turn guarantee the protection of the halfling communities with the land's most powerful army.Public Agenda

There are two parts to the kingdom of Azadmere, above and below. Above is mostly farms and open country. Below is a web of outposts, tunnels, and mines.

The dwarves of Azadmere are Harn's best miners and blacksmiths.
Laws
Travelers:
Many are welcome to the Azadmere kingdom - above the surface. Only Elves and other criminals are prohibited. All who travel above are expected to obey the laws of the land.
Citizens:
The halfling farmers that lease their plots from a dwarven clan pay an additional tax to the crown. This tax grants them citizenship and the protection of the king. Clanless dwarves are also considered citizens and are subject to tax.
Landowners aka clans:
The land within the kingdom of Azadmere is owned by the dwarven clans. Landless dwarves are considered clanless - buying land raises them to clan status. The legal status of the landowners is not different from the citizens, but their social status is significantly higher. Land is rarely sold or traded amonst the clans. NOTE: dwarven law prohibits sale of land to non-dwarves.

Below the surface, the dwarves mine and forge. The halflings above ground are protected by the dwarven crown as full, albeit non-land-owning, citizens. They pay their taxes in the various agricultural goods produced on the surface of the kingdom.
