Government
Direct Imperial Rule
Since the Calpian Empire began as a city-state, the governance of the City of Calpi has always been under the direct control of the Catbalus, the Senate of Calpi. Each year, two Eitccatbalum are elected to run the city's bureaucracy for the following year. The winner of the most votes in the election governs for the first five months of the year, and the second place finisher, governs the last five months of the year. This office is called an Eibar̂um.
Defences
Calpi is surrounded by a thirty foot high, ten foot thick wall surmounted with battlements. Fourty foot high towers extend out from he walls every eighty feet around the entire perimeter of the city. Gatehouses are equipped with ballistae.
Infrastructure
Drainage and Sanitation
The city is well-drained via a network of subterranean sewers. While they do not run under every street, they do run under the major thoroughfares, and side streets drain at the surface to the major streets. Sanitation workers employed by the Catbalus clear the streets of waste and debris, and others keep the sewers clear.
Public Health
Public baths are available for all persons in the city, slave or free. Additionally, the Catbalus pays for the operation of several medical dispensaries throughout the city for the treatment of common ailments. Finally, a grain dole is available to any apagubum who can demonstrate need.
Water
Water is piped into the city from the nearby Atubin River via magical pumps. For a nominal annual maintenance fee, apagubum may have water piped into their homes or places of business. Open fresh water cisterns are available at no cost for those who cannot or do not wish to pay the fee.
Paving
The major roads into the city, as well as all roads that lead to the Otus (the Calpian word for forum), are paved with limestone flagstone and are maintained annually. More important side streets are cobbled with periodic maintenance, though lesser streets are simply dirt.
